The Lincoln Trail Workforce
Investment Area provides regular Workforce Investment Act (WIA) and related
American Recovery and Reinvestment Act (ARRA) programs and services to the
following eight (8) counties:
Breckinridge, Grayson, Hardin, Larue, Marion, Meade,

ARRA 2009 Summer Youth
Employment Program (SYEP)
The Lincoln Trail Workforce
Investment Board has awarded a contract to the Hardin County Board of Education
to operate a summer employment program called GEL-IN (Green, Entrepreneurial
Leadership Institute). The program will focus on green initiatives, exposure to
entrepreneurialism and leadership skills. GEL-IN will encourage young people to
think outside the box with a hands-on approach that encourages new ideas for
doing business or providing programs and services. Participants will learn
leadership skills, how to start a business, and computer and Internet skills.
They will work in teams and compete against other groups for the chance to win a
laptop. Individuals will be evaluated for work readiness upon completion of the
program. The program will begin on June 22nd and will run through July 31st.
It will be operated in all eight counties of the district and will serve 16-24
year olds. The goal is to serve 25 youth in each county or a total of 200 for
the district.
